Every AI note taker does the same four jobs, and each job can happen on your phone or on someone else's server. That is why one "works offline" badge tells you so little.

Level 1: Records offline

The app saves audio with no signal. Nearly every recorder can do this. It tells you nothing about where the audio goes next.

Level 2: Transcribes on the device

Speech becomes text on your phone, so the audio never has to leave. This is the level most "best offline transcription app" lists test, and where most of them stop.

Level 3: Summarizes on the device

A language model on your phone writes the summary, key points, and action items. No cloud AI receives your transcript.

Why treat levels 3 and 4 as separate questions? Because a transcript is your entire conversation in searchable text. An app can keep the audio on your phone and still send every word to a cloud model to write the summary. The audio stayed home. The meeting did not.

How We Checked These 10 Apps

On September 22, 2026, we read each app's own website and its App Store or Google Play listing, plus its help pages and privacy policy wherever they describe processing. We gave an app credit for a level only when the vendor documents it. Where two of a vendor's pages disagree, we say so.

We did not use third-party roundups or AI answers as sources. Each app below links to the page we relied on, so you can check our reading.

These three are AI meeting note takers built for in-person conversations. All three let you hit record with no signal. All three say, on their own sites, that the transcript and summary are made after you reconnect.

That is a sensible design for a conference hall with bad Wi-Fi. It is not the same as private.

ScreenApp

ScreenApp "records offline on iOS and Android and uploads when the connection returns," according to its offline transcription page. The same page is direct about the rest: "Transcription itself runs in ScreenApp's cloud and needs a connection." Transcripts, speaker labels, and AI notes arrive a few minutes after the upload finishes. You can also "ask AI questions about a recording," which runs in the cloud too.

These apps do the hardest privacy step well. Speech-to-text runs on your phone, often with a version of OpenAI's open Whisper model. What they skip on iPhone is the AI layer on top: no summaries, no questions.

If a transcript is all you need, that is a plus. There is no summary step to send anywhere, and all three show "Data Not Collected" on their App Store privacy labels.

VoiceScriber

VoiceScriber says "every recording and transcription stays on your iPhone. No server ever touches your audio" (source). It handles 100+ languages, imports M4A, MP3, and WAV files, and raised its per-recording limit from 60 to 90 minutes in a September 14, 2026 update. We found no summary or chat feature.

Apple Voice Memos and Notes

Voice Memos transcribes on iPhone 12 or later in English, Spanish, Portuguese, Italian, French, German, Japanese, Korean, and Simplified and Traditional Chinese (Apple). Apple has said its on-device speech model powers transcription in Notes and Voice Memos.

Summaries come from Apple Intelligence on iPhone 15 Pro or iPhone 16 and later, through Writing Tools in Voice Memos and a summary button in Notes. Apple says Apple Intelligence "analyzes whether it can be processed on device" and can send more complex requests to Private Cloud Compute, its own servers, where Apple says data is not stored or made accessible to Apple (Apple). That makes it the strongest Apple-only option we found. It supports 15 languages, requires iOS 26 or later, and has no Android version. It also documents on-device speaker labels, which MeetingsAI's Private Mode does not fully match.

Why Summaries and Chat Are Where Privacy Usually Breaks

The transcript is the part worth protecting. Audio is slow to skim. A transcript is every name, number, and admission in a form anyone can search, copy, and paste.

Summaries and chat are also the features people use most once a meeting ends. That is when many apps call a server, even ones that recorded offline. In our check, 6 of the 10 apps cannot write a summary on the phone at all: three send the work to the cloud, and three do not offer summaries. Two more do it on the device only some of the time.

Cloud processing is not automatically unsafe. Apple and Google describe serious protections for their private cloud systems, and many vendors promise not to train on your data. But a promise is a policy, and policies change. When we read the privacy policies of seven AI note takers, the differences were wide. On-device processing removes the question, because there is no server copy to govern.

It is the same lesson as bot-free is not the same as private: how an app captures audio says nothing about where it processes it.

Which Level Do You Need? Four Real Scenarios

Voice notes on a flight

You want to talk through ideas at 35,000 feet and read them later. Level 2 is enough. Apple Voice Memos is free on iPhone 12 or later, and Whisper Notes or VoiceScriber work if you want more languages or imported files.

A client call under NDA

You need a summary and action items, and your agreement says the content stays with you. That means level 3 at minimum. A level 1 app will upload the recording as soon as you reconnect. Lyonesse (Apple devices) and MeetingsAI Private Mode (iPhone or Android) both document on-device summaries.

An Android phone that is not a Pixel

Google Recorder is Pixel-only, and several apps here are Apple-only. On Android, MeetingsAI Private Mode runs downloaded models on the phone for transcripts, summaries, and chat. ScreenApp and CraftNote run on Android too, but they process in the cloud.

How to Test Whether an AI Note Taker Works Offline (5 Minutes)

Vendor pages are a start. This test shows what the app does on your phone today.

Prepare while online. Open the app and download any on-device models it asks for. On-device apps need this once.
Cut every connection. Turn on Airplane Mode, then check that Wi-Fi is off too. An iPhone can keep Wi-Fi on in Airplane Mode if you used it that way before.
Record 60 seconds. Say a name, a number, and a task, for example: "Send Dana the contract by Friday. The budget is 40,000."
Check level 2. Stop and open the recording. Is there a transcript now, or a "waiting for connection" message?
Check level 3. Ask for a summary. Does it appear, and does it include the Friday task?
Check level 4. Ask "What is due Friday?" If you get an answer in Airplane Mode, the chat is local.
Reconnect and watch. If a transcript or summary suddenly appears once you are back online, that level runs in the cloud.
